Order of Operations with Fractions

Whenever you have a fraction bar you must assume that what ever is
on top is group together and what ever is on the bottom is group
together. In the example problem, even doe there are no
parentheses  there, you must treat it like there are parentheses  
around  the 5, and 13. Then use the order of operations and add the
numbers that are in parentheses first.  Example steps below
